The Evolution of MSC Safety Solutions: From Compliance to Workforce Development

June 29, 2026 | Blog | CCO School | Safety

For more than thirty-five years, our company has served the construction industry.

The construction industry has changed dramatically over those three decades. While OSHA compliance remains essential, today’s contractors face challenges that regulations alone cannot solve, including skilled labor shortages, an aging workforce, increasing project complexity, and the need to develop future supervisors and leaders.

The evolution of MSC Safety Solutions reflects those changes. As the industry evolved, so did our company and our philosophy.

Our name has changed.

Our services have expanded.

Our vision has evolved.

But our purpose has remained remarkably consistent:

Helping construction companies build stronger, safer organizations by investing in their people.

Our story isn’t simply the history of one company.

It reflects the evolution of the construction industry itself.

Where It Began

When Steve Miller founded Miller Safety Consulting in 1990, the construction industry faced a very different set of challenges.

At that time, most contractors were focused on one primary objective: OSHA compliance.

Companies needed assistance understanding regulations, developing written safety programs, conducting jobsite inspections, investigating incidents, and preparing for OSHA inspections.

Steve built Miller Safety Consulting around those needs.

His approach was practical, professional, and compliance-focused. Over the next two decades, he earned the trust of contractors throughout Colorado by helping companies understand their regulatory responsibilities while building a reputation for integrity, reliability, and exceptional client service.

The company became known as a respected compliance-based safety consulting firm.

That reputation became the foundation upon which MSC Safety Solutions continues to build today.

The Industry Began to Change

By the early 2000s, construction was changing.

Projects became larger.

Schedules became tighter.

Technology advanced.

Owners demanded higher levels of performance.

Experienced craft professionals began retiring faster than they could be replaced.

Finding qualified workers became increasingly difficult.

Developing supervisors became just as important as developing safety programs.

The construction industry was no longer facing only a compliance challenge.

It was facing a workforce challenge.

Contractors still needed OSHA expertise.

But they also needed employees who could think critically, communicate effectively, solve problems, mentor others, and perform work correctly the first time.

The conversation was beginning to shift from compliance…

…to capability.

Joining the Company

I joined Miller Safety Consulting in 2010 and became a partner that same year.

Working alongside Steve gave me tremendous respect for what he had built.

His professionalism, client relationships, and commitment to serving contractors established the reputation our company still enjoys today.

At the same time, I was seeing something different in the field.

The contractors I worked with weren’t struggling because they lacked safety manuals.

Most already had them.

They weren’t struggling because they didn’t know OSHA regulations.

Most already understood them.

They were struggling because they couldn’t consistently develop people.

They needed better supervisors.

Better communication.

Better leadership.

Better workforce development.

Those challenges couldn’t be solved by writing another safety policy.

They required a different way of thinking.

A New Chapter

In 2015, I became the sole owner of the company.

One question guided every decision that followed:

“What does the construction industry need over the next thirty years—not just the last thirty?”

The answer became increasingly clear.

Compliance would always matter.

But compliance alone would never solve the industry’s biggest problems.

We evolved from Miller Safety Consulting to MSC Safety Solutions because our mission had grown.

We continue providing the services that built our reputation:

  • Safety consulting
  • OSHA compliance assistance
  • Jobsite inspections
  • Incident investigations
  • Safety training
  • Regulatory support

Those services remain essential.

But today, we see them as the foundation—not the destination.

Compliance will always be a critical part of every successful construction company. We don’t believe workforce development replaces compliance—we believe it builds upon it. Compliance establishes the minimum standard. Workforce development creates long-term excellence.

A Different Way of Thinking

Traditional safety consulting often asks:

“How do we prevent injuries?”

We ask a different question:

“How do we develop people?”

Because when people improve…

Safety improves.

Quality improves.

Productivity improves.

Leadership improves.

Retention improves.

Company culture improves.

Safety is no longer viewed as a separate department.

It becomes part of how successful companies operate.

That philosophy has changed everything we do.

Instead of measuring success only by injury rates or OSHA citations, we also measure success by the strength of the workforce we help our clients develop.

Why Workforce Development Matters

Construction faces one of the greatest workforce challenges in its history.

Across the country, contractors are working to replace retiring craft professionals while attracting, training, and retaining the next generation of workers.

At the same time, projects continue growing more complex.

Clients expect higher quality.

Schedules continue shrinking.

Technology continues advancing.

None of these challenges are solved through compliance alone.

They are solved by developing competent people.

People who understand not only what to do…

…but why it matters.

That belief became the driving force behind our company’s evolution.

Expanding the Mission

As our vision grew, new opportunities emerged to better serve the industry.

We launched Crane Qualified to help employers move beyond certification by providing a structured process for developing knowledge, evaluating practical skills, documenting competency, and supporting employer qualification decisions.

By combining online learning, practical evaluations, and employer documentation, Crane Qualified helps organizations make better-informed qualification decisions while developing more capable crane and rigging professionals.

Our philosophy is simple:

Certification proves knowledge. Qualification demonstrates readiness.

Coming soon we are creating MSC Workforce Development to apply the same philosophy beyond crane and rigging.

While Crane Qualified focuses on developing and qualifying crane and rigging professionals, MSC Workforce Development is designed to help employers develop skilled tradespeople, safety professionals, supervisors, and future leaders across the construction industry.

By combining practical education, knowledge development, and competency-based learning, MSC Workforce Development helps companies build stronger workforces—not simply deliver training.

Together, Crane Qualified and MSC Workforce Development represent the next chapter in our journey.

They are not separate companies with separate missions.

They are complementary workforce development solutions built around one common belief:

The future of construction depends on developing people.

Looking Forward

The future of construction will not be defined by who writes the best safety manual.

It will not be defined by who conducts the most inspections.

And it will not be defined by who quotes OSHA regulations the best.

The companies that will lead this industry over the next generation will be those that invest in developing their people.

We are proud of the company Steve Miller founded in 1990.

We are proud of the reputation built over more than three decades.

And we are excited about where the industry is going next.

Through MSC Safety Solutions, we continue helping contractors manage safety, compliance, and risk.

Through Crane Qualified, we help employers develop and verify workforce readiness.

Through MSC Workforce Development, we help organizations build stronger safety professionals, supervisors, leaders, and skilled craft professionals.

Our company has evolved because the construction industry has evolved.

The future of construction will belong to the companies that invest in their people before they invest in their paperwork.

That is the future we’re committed to building.
