Three stories up, a reinforcing crew is working across a rebar mat.
On paper, the operation looks straightforward: place and tie reinforcing steel, move materials, maintain access, and work through the planned sequence.
From the mat, the work looks different.
The crew can see where access tightens, material interferes with movement, and the sequence becomes difficult. Some of that knowledge is visible only from the work area.
Somewhere in the project trailer, a Job Hazard Analysis describes the task.
The question is whether that field knowledge made it into the document.
The Org Chart Wrote the JHA, Not the Work
On some construction projects, the JHA follows a familiar path. Safety prepares it, management reviews it, field supervision presents it, and the crew signs it before starting work.
Administratively, everyone has participated. That does not necessarily mean the people performing the task helped shape the analysis.
A JHA should connect the work sequence, expected exposures, and controls in a way that reflects how the task will actually be performed.
A gap develops when the people describing the work are separated from the people performing it.
Safety and management bring regulatory, project, and technical knowledge. The worker sees the task from three feet away. A useful JHA needs both perspectives.
Worker Participation Improves the Analysis
There is a practical reason to involve the crew: they possess information that may not exist anywhere else.
Drawings, procedures, and schedules can tell us a great deal about configuration, intended methods, and planned sequencing, but they cannot fully capture what the task looks like from the work position.
A craft worker may recognize an awkward reach, a point where material tends to bind, or communication problems once equipment starts operating. Those details can affect the analysis.
OSHA’s Job Hazard Analysis Guide encourages employers to involve employees because workers have a unique understanding of the job. It also recommends reviewing job steps and hazards with employees rather than treating the analysis as something completed apart from them.
Craft experience is one source of knowledge, not the final authority on every safety decision. The analysis becomes stronger when direct task knowledge is combined with technical, regulatory, and project knowledge.
Compliance Knowledge and Field Judgment Answer Different Questions
A good JHA still has to account for applicable regulations, required protections, training, equipment requirements, competent or qualified persons, and project-specific procedures. Those requirements establish boundaries, but they do not describe every planning decision.
The analysis also needs to account for how the work will unfold. Sequence, worker positioning, access, material movement, and places where the planned method may become difficult all influence the hazard picture.
Someone who has performed the task may know that one connection becomes difficult to reach after another is completed, or that planned material staging blocks the crew’s access path. Both may affect the hazards and controls.
This is one reason written policies eventually reach practical limits. They establish expectations, but field judgment is still needed when applying those expectations to real work.
The Crew Should Help Build the JHA, Not Just Receive It
Before work begins, the foreman can bring people who understand the task into the conversation and compare the proposed method with what they expect to encounter in the field. The discussion should surface difficult parts of the sequence, controls that may not fit the actual work area, and assumptions that deserve another look.
An experienced worker may catch a sequencing problem that is invisible on paper, while a newer employee may question an old assumption. Field supervision and safety can add the project, technical, and regulatory perspective.
Now the crew is participating in hazard analysis rather than simply receiving the result of it.
Experience Matters, but Experience Alone Is Not Enough
Experience carries knowledge developed through repetition, but familiarity can make some conditions seem normal simply because they have been encountered many times.
Fresh eyes have value too.
A newer worker may notice something the veteran has stopped questioning. Someone looking across the project may see an interaction the crew misses. Technical expertise may reveal requirements that experience alone does not.
Good hazard analysis is not about deciding which group knows more. It is about putting their knowledge together before someone gets exposed to the hazard.
Maybe the better question is not who writes the JHA.
It is whose knowledge is represented in it.
The person typing the document matters less than whether the analysis reflects the knowledge needed to understand the work.
A JHA Can Be a Workforce Development Tool
Developing a JHA is also practice in thinking through work.
When a foreman breaks a task into meaningful steps and discusses exposure, workers contribute what they know, hear other perspectives, and see why controls are selected.
Over time, the habit becomes less about remembering what was written on yesterday’s form and more about thinking ahead:
What happens next? Where could this go wrong? Does the planned control actually fit what we are about to do?
Those are valuable craft and supervisory skills.
This connects safety planning with workforce development. Safety professionals can support that growth by helping supervisors and crews improve hazard recognition, control selection, and planning. That same philosophy is central to effective construction safety leadership.
The Cost of Outsourcing Judgment
When employees repeatedly receive hazard analyses they had little role in developing, much of the knowledge they actually use in the field may never appear in the document.
The JHA may still look complete, while useful field knowledge stays outside the planning process. Newer employees miss opportunities to hear experienced workers explain the task, and foremen lose a practical setting for developing hazard-recognition skills.
The judgment exists.
The JHA simply failed to capture it.
A better form will not solve that problem. The process has to create room for people to think through the work together.
Bring the People Doing the Work Into the Process
The purpose of worker participation is better hazard analysis.
Bring the people performing the work into the process early enough for their knowledge to affect the plan. Their experience can help define the real sequence, identify assumptions that may be wrong, and reveal practical difficulties before someone is exposed to them.
That field knowledge should be combined with safety expertise, supervision, project coordination, regulatory requirements, and management resources. Specialized decisions still belong with the competent person, qualified person, engineer, manufacturer, or other expertise the work requires.
A strong JHA captures a shared understanding of how the work will be performed and how its hazards will be controlled.
Getting the right people involved in developing the JHA is the beginning.
The next question is what happens when that plan reaches the crew.
Do we ask them to sign it?
Or do we ask them to challenge it?
